The Tag Fairy. You should have a few words in your tag (above your avatar picture) so she has room to write something (my guess ).
If she catches you saying something funny, she will color your tags and add the funny quote into your tag area.
I got "Did no one come to save me just because they missed me". I didn't say that, but the TF probably saw my signature, title, and avatar and added a Pirate quote.
