Are they Disney resorts? I know we don't get ME with them but can we use magic bands and make reservations early?

Also, why do they charge a high tax rate and service fees?

No, they aren't Disney resorts. You can purchase Magic Bands...you don't get them for free. You can't charge to any place other than the Swan & Dolphin using your room key/MB. I can't answer why they structure their prices the way they do. I guess they structure them similarly to other Starwood properties, which is who manages them. You can book FP+ 60 days ahead of time.
