Still no 2004 points for Conciege Collection

Does anyone have any idea why the 2004 points charts for the Conciege Collection have still not been released? I am hoping to use points for Keystone Colorado in February 2004. I thought we were supposed to be able to book 11 months in advance but there are only 9 months to go and I still can't book.

Trouble is, if I don't book soon the flights from the UK will become unavailable or much more expensive as I have to go during School holidays.

Any insight into this would be gratefully received.
