I belive the only thing confirmed for the WDE Galaxy's Edge are the updates to Smuggler's Run. Characters and other additions have not been mentioned.

Knowing WDW, they will keep it just because it cost a little money

Plus it makes both lands "different"

I could definitely see WDW not going all in on face characters - i.e. hiring a look-alike "friend" for Luke. Masked characters may be an easier sell.
