Here's a great map of the resort:
Artist's Palette, the pool, gift shop, spa, fitness center, and Carriage House (check-in) are all grouped together in the lower-mid part section of the map. The Springs is right across the street--the three buildings numbered 14. Congress Park is the four buildings numbered 16.
Depending on the building, it takes about 5-8 minutes to walk to the main pool from Congress Park. There is also a "Quiet Pool" right in CP with a gorgeous view of Downtown Disney.
Both "neighborhoods" have their own bus stops, so it will take you no more than a minute or two to get to a bus stop no matter where your room might be. And, if you don't want to walk from Congress Park to the main pool, just jump on any bus and it will drop you right outside of the pool complex.
EDIT: Given my choice, I'd probably go with a Congress Park room
over The Springs for the better view and to be a little closer to DTD. We tend to only swim once or twice per trip, so walking to the pool isn't a big deal. YMMV.
