The option is to stay inside or go inside if neighbors smoke.
The only way to possibly resolve is id neighbors are loud and bothersome.
Smoking on the balcony is not considered bothersome.

Actually, that is pretty much totally wrong. Smoking on the balcony is not only considered bothersome, it is not allowed. So, if someone is smoking on their balcony, this would be against the rules and can be reported (if asking them doesn't work or you aren't willing to do so).

Guests found smoking in their staterooms or on their verandahs will be charged a $250 stateroom recovery fee. This seems to be completely against your profile quote "Everyone Is Responsible For Everyone."

Smokers should be responsible of all the health hazards they create for others.

the only problem we found with this rule is that when people ignore it blow smoke up in the whole section of the ship.
The other unofficial smoking place I've seen on the fantasy is right outside the aft/starboard doors on deck 4, usually when my wife and I are trying to take our after dinner stroll outside. Almost every day on almost all our cruises this happens.
 

So why is this happening? If it is against the rules.. why arent the rules.. which are created for safety for ALL.. enforced? Can those of us who want the rules about NO SMOKING enforced .go ahead and report those breaking the rules? If we tolerate it , it will continue.
 
Disgusting, and I’m sure that at some point all of the ships will be fully non-smoking, just like the parks are, which used to have smoking areas all over the place.

Yes, you can, and you should.

It's not possible (and probably not allowed) to have a camera aimed at every balcony, so the only way for Disney to know is for other people to report it.

I am frustrated smoking is allowed on Fantasy. How can I be guaranteed not to be placed by smokers who try to use balcony in cabins to smoke?

In my experience, most people are sticking to the rules, if you come across the less than one percent (I am guessing) who break the rules, you are unlucky. The only way to avoid it is, is to book 3 rooms, select 3 rooms in a row, and use the middle one yourself.

There is no way Disney can guarantee that a guest is not going to break the rules. They are not going to do an interview with every guest pre-cruise if they are planning to break the rules.

And avoid cruiselines that allow smoking on balconies in the future: Fred Olsen and Costa, for example.

I think the point is that you can't guarantee that people will follow the rules. Sure you can report them. But you can't make Disney follow up, you can't guarantee that even if Disney says something to them that it will stop. It can be against the rules, but what is Disney going to do in the middle of the ocean? They certainly aren't going to kick someone off the ship because they were smoking on their balcony. They may charge them more for cleaning, and worst case, ban them from future sailings, but thats about it.
 
I was on the Fantasy three weeks ago, and pretty sure someone on a balcony near us was smoking. We smelled it a couple of times on sea days. I'm guessing it was someone more 'forward' than us (wind blowing the smoke aft). I wanted to report it, but I couldn't figure out which stateroom it was coming from. I don't think it was the stateroom next to us, but it was really hard to tell for sure because of the verandah dividers. Had I been able to tell who it was, I absolutely would have reported it, as it's totally against the rules.

I don't know, but maybe it could land you in cruise jail. Smoking on a balcony can have serious consequences.

He literally said that “smoking is not considered bothersome” and that there are no rules against. That is false and makes it seems that the likelihood of it happening is much higher than it really is.
 
Don't smoke. It's rude, and it's literally deadly to you and those around you. If there is an upside I am not seeing it. Just don't.

We actually took a longer path around the pool because the guy was in the group right in front of us and there was a big crowd behind us and we couldn't really just stop and let the guy go on head. It had been a while, years maybe, since I was around a smoker that close and it just instantly reminded me how gross it is!

Nothing says “I’m rude, inconsiderate, and trashy” like spewing out foul-smelling toxic gases when there are strangers nearby.
