Could I purchase a smaller contract or 25 or 30 points once I am a DVC member?
even if I previous bought resale not directly through Disney?

We are considering this on our next vacation at Disney. Bc I would love a smaller contract to use for run Disney events.

you can also purchase a small contract resale (if you can find one - they can be harder to find.)

buying your first contract resale or direct is a non-issue.
