Apparently you need an original copy for a passport also. Don't know who issued the certificate. Our daughter Jenna was born at a USAF hospital and they issued the certificate. I would imagine his scenerio would be the same. Unfortunately, I believe his parents have passed. Which will make it more difficult.
I don't think they will have a difficult time without having his parents around- for the most part, if you know where someone was born, you can get their birth cert. pretty easy. I was surprised that I could order them for myself (Utah), my husband (New York), and son (Massachusetts) online without any identification or by faxing a form directly to the state that issued them. I did this last year...and now we all have our passports.
Good luck!
