I think all of the statements are obnoxious. It shows to me the owner doesnt have a very good handle on her restaurant. Most people are not problems....and anyone who is should be handled invisibly.
I don't understand how a sign like this means the owner doesn't have a good handle on her restaurant. She can't control how people behave in there, but she can refuse to serve them if the behavior continues and she can demand that her customers agree to abide by a certain level of behavior. One that, in the past, has been widely accepted as the norm but apparently no longer is.
I also doubt the sign was put up after just one incident of a screaming child. It sounds as if this had become an ongoing problem, and it was probably costing the owner business.
Also, customers like these draw attention to themselves and cannot be handled invisibly. Even if the owner asks them to step into another room for a moment, everyone will know why that is happening. Again, this is not the fault of anyone but the parent that allows this type of behavior to continue.
