Hello! I am wondering if any of the shops on the Fantasy or at Castaway Cay have 12x12 albums/refills and any Disney Cruise scrapbooking items for sale?

Yes, over NYE the gift shops had scrapbooking items for sale on the Fantasy.

@PrincessShmoo Are the prices the same on the ship as they are online? The website has the scrapbook kit for $20 right now.

Generally, they sell the same on-board scrapbook and page kits on the regular ShopDisney under the parks section heading then subtitle Disney Cruise. I prefer to order there rather than to have to take up luggage space and added weight.
