The ORIGINAL Halloween gives the Shining a run for it's money. The biggest thing is there is very little of the gratuitous bloodletting subsequent sequels/remakes. Probably because the biggest budget ticket they had was Donald Pleasance.

I saw a good one on cable once, called Dead End. It was scary and funny!
I liked 1408 also, creepy but not a horror movie really.
The Strangers is terrifying! As far as older movies, The Entity tortured me for years as a kid. I know it is not scary now, the original Nightmare on Elm Street truly was scary and I was afraid to sleep after that.
The Changeling- not the Angelina Jolie one, but the George C. Scott one. It is an oldie but definite goody! It will keep you out of attics for years...
The Exorcism of Emily Rose and 1408 are also good. Shutter Island isn't so much a horror movie but it is creeeeepy and excellent!
I do not like slasher or gory movies. I prefer the psycholocial horror film.
I will say that the SCARIEST movie I have seen is the remake of the Amityville Horror. OMG. Literally scared me to tears. I think I slept with the lights on for a week. Darn CGI effects...
