Saving on Disney Resorts

I've read a lot that if you call a Disney resort and they cannot accommodate you, that they will offer you a discounted rate at the next level (ie. value to moderate). WIll they do this if only that one resort is full (ie. All Star Movies), or every value resort?

I've also heard that you can only get special rates if you ask for them- has anyone had good luck with this?

Also, I've been told that you should keep calling every day until a special rate applies. Will Disney apply this rate even if you have already made your reservations?

Lastly- for more experienced Disney-goers, out of all the moderate resorts, which one has the best bus service?
 
There have been occasions in the past where Disney has "upsold" guests to a next level resort but those have become fairly rare over the past few years. Now they seem to just tell you your resort is sold out.

Same thing with "special' rates. Due to the internet. (everyone posted their "special") Disney went to pin codes that have to be mailed to you.
 
I was upgraded in 2003 from All Stars Sports Perferred. They didn't have any rooms left and they offered me Coronado or POFQ. But I called 2 weeks before we got there.

You can call but it is a little early for codes to come out. I would maybe call at the end of October and then check if you have a code with your name.
