As far as I know, the Costco deal DOES include the character breakfast. It says it does, anyway.
I don't think it is Leap Day causing the problems, only because I am booking for Leap Day and it is fine. I think it is the length of stay (read on.)

Very weird- the first time I plugged your dates in, I got the exact same error you got.
Then I backed it up a day, so that you were only there for 4 night, and the price was $1870 at the Paradise Pier hotel, $2306 at the Grand Californian.
So I tried again with the 3rd added, and then I got
this error:
"
Disneyland® Resort Hotels allow a maximum stay of up to four consecutive nights. Please adjust your dates or try one of our Good Neighbor Hotels."
So it doesn't look like you can stay that long in one hotel.
Note that the gift card listed here is NOT the $20 one from Costco- it is the bigger one from Disney for staying 4 nights. You also get the additional Costco goodies.

ETA That I didn't look at any of the Good Neighbor hotels- you sorta' need to pick a specific one or otherwise you have to look at them all individually, which takes forever.
And FWIW, we'll be there the same time.
