I found this on the CNN website ( I don't agree with the way they are reporting the war, but still check it from time to time). This story was put out by Christiane Amanpour, who is one journalist I have a lot of respect for. This is an interesting read.

I think that for many years Saddam has ruled by fear, and until the people are sure that there will be no reprisals, they wil continue to be fearful, and I can't blame them. I think that as the "normal" Iraqi citizens see that the US is going in with humanitarian aid, and trying to kill the fewest number of civilians possible, they will begin to accept and trust us more...at least I hope so.
 

Just like when someone loses our trust and it takes time to earn the trust again, I think it is the same with Iraq. We have to earn their respect again.
