In our case there isn't really any kind of Neighborhood Blockwatch program... so the police /city bylaws services DOES have a non-emergency number you can call if you feel that there MIGHT be a situation but you personally do not want to get involved too closely. It's definitely not the immediate response that is often the USA way but they do follow up on situations that they have concerns about.
There's not any immediate area near my house that a child should really be playing in public space - it's near busy roads. Like I said, on their own fenced/gated property or someone else's, sure, but most of the time outside out front of the houses, they are on their way somewhere and there are probably adults supervising nearby.
