Rules for Resale DVC Points Used for Cruise

I have been a DVC member since 2000 and have never used my points for a cruise. I have four contracts, two purchased direct from Disney and two from the resale market. I do believe that Disney set a date that if the points were purchased from the resale market those points can't be used for a cruise. Is that correct and if so, what is the date? I haven't been able to find this information on my own. If I can't get an answer here, I will call Member Services. Thank you in advance for any information that can be provided.
