It is the Garden Grill in the Land at Epcot, Future World. Been years since we went so can't comment on the food - served family style and since I am a vegetarian, the food they serve doesn't appeal to me.
not only does the garden grill spin it is also a character meal and we think the food is one of the best on WDW property. i would certainly recommend you give it a try as it is one of the character meals where you don't feel rushed. you can hardly feel the spinning sensation and it is great to look around and see that you are somewhere else! in total we think it spins around 2 to 3 times during your meal.
We love Garden Grill. The food was wonderful and the character interaction was great also. Like the other poster said, you can't feel it, and I get really dizzy easily.
We ate at the Garden Grill in August. We were there for over an hour and we almost made a complete circle. We had a booth on the outer circle not in the middle. We definately enjoyed the different scenery. The food was the best we had eaten there all week (we mostly ate buffets). The characters were friendly and lots of fun. I would highly recommend eating at the Garden Grill.
A couple of years ago the Garden Grill did an Ice Cream Sundae afternoon thing - we had to make a PS for it (pre-ADR!) DD and I did it together for our get-away weekend and it was awesome! It was something like $7 for a sundae for each of us and it was the perfect break in the day. I am so bummed they eliminated it!
