I picked V &A, but I also think Blue Zoo would be a good choice.
For me though - I haven't dined all the places you listed, but I've walked by all of them - one of the most romantic places we've ever been at WDW is Flying Fish. It's romantic because you can walk the Boardwalk after a fine dinner. Often there are wedding celebrations going on in that area, the BC/YC area is more secluded, as is the Swan area, the beaches, the boat ride....
Blue Zoo is near Flying Fish.
V & A's menu did not appeal to me all that much when I saw it.
Also very romantic, IMO are the various eateries at Universal's Portofino Bay resort. That is the most romantic, IMO. Maybe it's me, but when I'm on Disney, I always know I'm on Disney..and I'm thinking about the parks. At PB, you are a little farther from the park, so it doesn't enter my mind as much. Plus all that beautiful Italian music is great. I don't know if they still do this, but they used to have a strolling musician in the restaurant. No place in WDW has that!
