Charging a CC transaction fee is against merchant TOS with Visa and Mastercard. They do not allow this and it could get their merchant account revoked. I'm surprised they do this.

It's against the TOS to charge for debit card usage, but not for credit. However, the fee cannot exceed the cost of acceptance.
