No, DVD doesn't use ROFR as a primary tool to obtain points to resale. For those situations where they do decide to proceed, their incentive would be to move quickly so that someone didn't change their mind. Also, if this were the case, they wouldn't let you cancel the sale or change the terms as they do. I know they used to meet once a week most weeks on Wed but the longer turnaround times make me think that they might have gone to every other week instead. They have to gather the info on the contract (terms, points accounting, dues owed, mortgage present, etc) to present to the committee. My guess is that an admin secretary type comes in with them all on a spreadsheet with a few highlighted that are questionable. They they sign off on the obvious ones and discuss the others plus any adjustments to their then current stance on this matter. After that a secretary type has to prepare the ROFR letters and for those they decide to purchase, the quit claim deed and other info to send to the seller.Could it be that Disney waits as long as possible to exercise ROFR in case they need the pts later. If someone wants to buy at AKL and they have a contract in ROFR they can exerise and then sell to the new buyer at a higher price. If they just reviewed, compared and signed off they would be at a disadvantage to turn them around quickly. AKL is just an example, it could be any of the resorts.
