I have ridden Rise of the Resistance once, at Disneyland last February. It is an amazing experience. The process to get a boarding group is NOT an amazing experience. It also sucks that you can't wait in line and be guaranteed entry to the ride like every other Disney ride ever in the history of Disney. Seriously, the deal always was "if you're willing to wait in line you are guaranteed to ride". But that's not the case with Rise of the Resistance.
Here is my idea:
When Fast Pass + is brought back they should change Hollywood Studios to have 3 tiers.
Tier 1: Rise of the Resistance
Tier 2: The rides (slinky, rock n roller coaster, Millennium Falcon, Alien Saucers, etc)
Tier 3: The shows (Frozen sing along, Beauty and the Beast, Indiana Jones, etc)
You would still get 3 fast passes. The user can select one fastpass from Tier 1 and two fastpasses from Tier 3, or three fast passes from Tier 2 or 3 however they prefer.
The result would be a mad dash to get Rise fastpasses which would all be gone 30 seconds after the fastpass window opens. I would split up the Rise of the Resistance fastpasses so some are open at the 30 day window for off-site guests (maybe 60% for onsite, 40% for offsite). But for those who fail to get a Rise fastpass they would be almost guaranteed to get fastpasses for the top 3 rides they want. And eventually many people would decide they'd rather have a fastpass for Slinky, Mickey and Minnie railway, and Rock n Roller Coaster than Rise of the Resistance and the Rise fastpasses would be available to most people who want them.
As it is now it's possible for a guest to get the top 3 rides from Fastpass plus and then also get a Rise of the Resistance boarding group while other people don't get a boarding group and miss out on one or more of their preferred fast passes. I believe my idea makes things a bit more fair.
