Right-of-way/traffic question

A vehicle is stopped at a red light, first car there. To the right is a bicycle. The vehicle is turning right, but it's a no-turn-on-red situation. The person on the bike is not turning.

The light turns green.

Who has the right-of-way?
 
Yep, the bike. They have to follow all the rules same as the car. They are also to be treated as one.
 
The bicycle. Similar to pedestrian as far as car is concerned.
 

Did the bike pull up next to the car in the same lane?

I would think that if the bike is supposed to behave like a car, it should have pulled behind the car and not next to it. Just because it can fit, it doesn't mean that's what the bike should do.
 
That's what I thought. I was in the vehicle. Waited for the bike to go, dude behind me was laying on the horn... bike waited for me to turn, so I finally did.

It was weird.
I tend to yield the right-of-way if there's no other cars behind me anyway, but in this case I thought it was the right thing to do.

I'm amazed the person on the bike actually stopped at the light. They blow through them here. I almost hit one once when I had the green and he zoomed through the red from a blind spot. I slammed on my brakes and he kept on going. They have signs posted everywhere that bikers need to obey the rules of the road but they never do.
 
I HATE it when bicycles pull up beside me when I'm waiting at a traffic light. They should behave like any other vehicle on the road, and wait their turn in line.

That being said, when one does pull up beside me, I always let them go first (even if we're both driving straight through the light). The possible consequences if I misjudged their intention to wait just aren't worth it!
 
The car behind me would be late for his appointment. The longer the horn blows, the longer it takes me to make the turn.
