Rider switch pass- will a 2 year old "count" in the return 3?

we are a big group traveling with an infant and a child who is 2 and 38inches tall. Since she doesn't have a ticket, I know she doesn't require a fastpass when going on rides like SDMT. The question is, when we use rider switch (when dh and infant stay behind), will our 2 year old count as the 3 people allowed to ride again? Or is it 3 "ticket holding" guests and dd2 doesn't require one?

Ok so we could "return" with 3 adults and 2 year old DD, so technically 4 people for the paper rider switch? The CM won't question it? Sorry it's such a confusing question! I just want to be sure so I can plan!

I'd be prepared for a challenge - this is probably rare that a 2 year old is tall enough to ride something that has a rider swap so I doubt this comes up much. With Mine Train where each rider has a defined seat regardless of height or age, I'd expect they may keep it as 3 means 3. But you're not going to be able to get a definitive answer on this board as it will depend on the cast member.

I think that "3 People" on the rider switch pass means THREE People total. So two adults plus her. But it may depend on the CM.

Since nobody will be scanning MBs or anything like that I would imagine it is 3 = 3 in that case.
