Makes perfect sense as to why they would do it like that. I'm sure people would abuse it otherwise. We haven't needed rider swap before at WDW (always had other non riders who didn't mind waiting with babies),
and our local amusement park always screws it up and seems to follow different policies at different rides which is a big headache, so I just wanted to know what standard practice was at WDW.
 
Big Thunder pretty consistently gives the lanyard. Last time we were there Mission Space and 7DMT gave out the pass right away, but Expedition Everest also gave out the pass right away and not a lanyard, and it sounds from a PP that might have changed. So I think you have to be ready to just go with the flow whichever way they do it.
 
FYI, the Rider Switch is for groups with a person that is too short OR is tall enough but doesn't want to ride.

I believe Disney started a new rule a few years ago regarding kids on rides. Under a certain age and they need an adult sitting next to them on the ride. If you fall into this category, I imagine that Disney would allow you to use the rider switch.

The wording on the website changed at some point, but the training for the CMs in the parks never changed. And it's the CMs in the parks who we have to listen to.

On occasion a CM has let it happen, but it's not the training and it's not what swap is for.

I've never tried to use it with someone that was tall enough since my little ones are still...little. However, I can completely believe that the website would give conflicting info since it also says only 2 people can use the pass but the passes themselves say "3".
