Here's an example of what Disney says:
Upon arrival at Orlando International Airport, you will be greeted by a Disney representative who will direct you to the Disney Airport Welcome Center in Terminal A.
You will then depart for your Disney Resort in a complimentary motor coach while your luggage goes straight from the plane to your room.
Check-in to your Disney Resort, and your luggage will be delivered to your room.
As far as I know, Disney has never said that your luggage will be waiting for you in your room. Even if the luggage truck arrives at the hotel before your Magical Express motor coach, I'm sure the bell services staff will wait until they know you've accepted a particular room.
In fact, I'd like to think that I will arrive at my resort before my luggage. Ideally, my Magical Express express motor coach will depart from the airport while they're still unloading the luggage from the aircraft (and while other passengers on the aircraft are still waiting at baggage claim).
Your luggage should be delivered to your room some time after you check in. My guess it will usually take less than an hour, sometimes only a few minutes if the bell services staff isn't busy. (I know it often took far longer during the first few days, when Disney failed to mail luggage tags properly, but that problem should be corrected soon.) Magical Express pays the bell services gratuities, so the guest doesn't need to hang around the roon waiting for bell services. It's not a big deal, even if it takes an hour (unless it's late at night).
