Refillable Mugs at OKW

Is OKW the only resort with a charge for the refills on the mugs? This doesn't seem to be much of a bargain to me.

I don't remember the initial price, but the mugs at OKW are less expensive than the refillable mugs at the other resorts.
OKW doesn't have a food court, so you need to get refills from the counter staff. I think because everyone who stays at OKW has a refrigerator and coffee-maker, there is not much demand for refills for mugs.
