Personally.. to those who wish to take their mugs back - have at it.
I can't be bothered to lug a 50c piece of plastic 3,000 miles and the restrictive carry-on and luggage rules really mean that by choosing to pack 'mugs' == I'm NOT able to pack other important things like pants.. or socks.
More than half the time.. I end up located in a room that's not at all convenient to make 'mug runs' from anyway.. (ain't that the way?)
So.. I think what I'm gonna do now.. is whenever I see an old out of date mug being refilled.. I'm going to laugh inside a bit thinking bout the socks and underwear they didn't pack so they could bring the mugs.
Realistic? No. But it will keep me entertained. LOL.

Couldn't there just be a "refillable mug" and "pool hopping" sticky
