Quick service prepay; not dining plan.

Wasn't Disney offering some sort of prepay dining card for quick service meals? I can't find any info on it. Its the plan where you pay, say, $90, but get $115 worth of money on the card for quick service. Anyone know of a link to info? Primarily trying to determine if we would have to pay the adult price for my daughter (who will just have turned 11 but plans to eat of the kid's menu).

I thought that was only for Disney Springs hotels (the non-Disney ones).
