Can you get favors, gift bags, an officiant and invites through Disney and include it towards the minimum?

I think the favors apply to the minimum. Things that are for the actual wedding day apply to the minimum but not the officiant, I think they are considered an outside vendor.

You can get favor and gift bags from Disney Floral and they'll count.
The Officiant, Hair/Makeup you'll book yourself and won't count.
I'm pretty sure the invites don't count because they are done by an outside vendor. I'll have to check my paperwork in a bit.

I don't mean this to be rude or mean, but when you title you're threads could you put a bit more detail in them?
