Not everywhere, in northern europe it is served completely raw in a patty shape with a raw egg yolk on top. Even if served after being in mixed in a marinade, it is still not cooked (no heat applied) so anything dangerous could still be there.
steak tarta is maranated that in some way cooks the beef,which is usaly finely choped so the maranade would cover plenty off surface
With Blue steak only the outside is sealed in seconds.thus leaving the inside raw.were as both dishes sound like raw meat the tatar is cooked in its marranade
