Do the counselors ever take the kids to the sports deck or do they always stay inside?

They always stay in the Oceaneers space. The Edge and Vibe will have outings to the sports deck and other spots around the ship, but that's because those ages are free to come and go as they want.

I remember in Alaska on the Wonder that they sometimes had drop offs at the sports deck for Goofy's sports, etc. I think they will take the kids up for that one if they ask, and it is secured programming in the netted area. This was 2 years ago, so not sure if they still do that.
