Question about DDE?

I think I know the answer to this but...I see the DDE card is available to purchase at WDW. Does that mean it is available to all or is it still only AP holders and Florida pass holders?

Unless they change it appears to still be only AP and FL residents..
Will have to wait til the 12th and start getting reports 'live from the field' lol
