Question about best strategy for Tinkerbell

We are getting ready for our trip to WDW in just a couple of weeks (:goodvibes) and have a 4 1/2 year old who would love to see Tinkerbell and Co. We missed it altogether on our last trip. I was wondering what the best strategy for this is to avoid super-long waits. Does Toontown open after the rest of the Magic Kingdom? How early should we get to Toontown before Toontown rope drop for the best chance at getting in fairly quickly to see the fairies?
 
If you don't mind missing the nighttime parade, this worked for us. We went about 25 minutes before the start of the parade. Not that we walked right in, but we waited between 20 and 30 minutes, which we were told was pretty fast for the wait.

Our DD (almost 9) really loved it. Not only did she meet Tinkerbell, she met Iradessa and Rosetta (at least I think that's their names). I would say it was worth the wait.
 
Last trip I was on a mission to see Tink! We too had missed her our previous trip. I did a lot of research here on the Dis and here's what worked for us. I was at the TT rope by 9:20. I positioned myself to just left of the middle of the rope and I didn't budge! When the rope dropped, I followed quickly behind the CMs carrying the rope, edging myself left the best I could. I made a bee-line for the Country Fair tent and we were the second family in line. We had less than a 10 minute wait, but I would have waited longer! Disney did a great job with this character meet.

One of the best pieces of advice I got from another diser was do not get behind anyone with a stroller!! ;)

OMG! How did I miss that you can actually MEET TINKERBELL now? We just did a quickie 3-parks in 1-day, then a three night cruise. We were at MK the last 6 hours of the day and my DD LOVES, LOVES, ADORES, LOVES Tinkerbell. There is NO way I can tell her she could have met her. I would have skipped every ride for her. I'm so sad.....

Anyone know how long the fairies will be available to 'meet'? We are going again next June or July (2010)....

My guess is Tink isn't going anywhere anytime soon. My DD and I met her tonight with two other fairies. And also got three princesses next door. I think we only had to wait like 30 minutes around 8pm, not bad...
 
If you have a stroller, ditch it by the tea cups before you line up for Toontown RD. Everyone with strollers has to put them in stroller parking before they can enter the building. When we went in March, we were several rows of people back from the rope but they all had to park strollers and we just walked right on by and got in line - ended up being the 4th family.
 
No matter how long the wait it is worth it! Disney did an awesome job with the whole thing! I'd imagine during parades or dinner is the best time to go, but I've never seen the wait less than 60 mins.

We got to Toontown AT 10:00 on the dot, made a bee-line for the tent, and ended up waiting about 45 minutes.
 
On our last trip in April we went to see the fairies and the princesses just before their scheduled closing time (it was right after Wishes). There was no one in line - we just walked right in to see both of them. They actually hung around for a while and we had about 5 minutes with the characters to ourselves in both meet-and-greet areas since there was no one behind us either.
