Question about attending CP Presentation

Does it really matter when you apply, as long as you do before the presentation? I saw that they start accepting applications ( I think) on February 4th, but does that mean you should have it in then? Also, I saw that the applications they are looking at now include 2007, but science only. What does that mean? Will they be accepting or looking over applications later on that aren't science only? Or are they only accepting science majors or interests that year? Thanks
