Proof of CA Residency?

My friend's DD and son-in-law are planning to take some relatives to DL in early June. They bought tickets and made park reservations already and asked me for hotel recommendations. The problem is that the relatives are not only from out of the state, they're from out of the country. They have been staying in CA for about the past six weeks. I told my friend to warn her DD about the CA residency rule for entering Disneyland. Her DD said, "The website just says proof of residency may be required. The relatives have received mail at our house, so they have something with their names and our address on it." I don't think a piece of mail is going to suffice as ID, especially since it's not a utility bill or something that would show they have a CA address. Their ID's are from their home country where they are still residents. They're just here for a long visit. I would really hate for them to get all the way to Anaheim and find out that the relatives aren't allowed to enter the park. I also don't think they're doing the right thing by trying to get them in. Rules are there for a reason (I'm a rule follower!). Does anyone know how strict they'll be about asking for ID's or proof of CA residency? I would like to them to have all the information while they're still in the planning stage.
 
Disneyland has said, and was confirmed in the chat to me today, that they are requiring official Gov't ID. A bill will not work. And they attested to ALL being CA residents when they made the reservations.

ETA: My feeling is they will be very strict about it. I think they will require the first day on hoppers and then it will be in their system.

Even military are being told they'll be required to show Gov't ID and official orders that station them in CA.
 

Can anyone clarify where they have heard lease agreements will not suffice? I have my Ca driving license but my partner doesn’t as we are not American. We assumed a payslip, lease agreement, bank statement or even employment contract would be more than enough to suffice. We have no other home right now so we are residents and have been throughout this pandemic! However I am now concerned
 
Disneyland CM have said this. I would definitely call to clarify. It may be a gov’t issued ID and a lease agreement will suffice, similar to how military orders do, but I wouldn’t assume that.

ETA: a gov’t photo ID he uses that matches the name on the lease agreement.

You can apply for a state ID if you are a resident. Doesn't have to be a license. DMV has information on how to apply for one. I would get the process started ASAP. Everything I've read from CMs says government issued ID.

I will correct my statement that it doesn't say on this a lease does not count, but the CM specifically said "military papers" and "government paper". They did not say a lease with a California address would work either. I would leave nothing to chance.
 
I remember back when they were first selling the SoCal passes that I read specifically that lease agreements, utility bills, etc. would not count for proof of residency and it had to be a government issued California ID. And since it was a SoCal pass and I had recently moved from NorCal, I actually went to the DMV and paid to get a new license printed that had my SoCal address on it just to make sure I wouldn't be turned away at the gate.

And for those who were asking on the other thread, they only checked ID on the first use/scan of the SoCal ticket. Once you had a picture taken, they no longer needed to verify proof of residency on subsequent days. So I assume it will be the same for re-opening.

Why would you need a negative Covid test? They already announced they won’t take proof of vaccination and they’re not asking for Covid test from anyone either.

My own guess? They’re not taking vaccinated out of state people so they don’t have to mess with it at the gates. They’re not going to mess with this at the gate either. I think they hold a straight line answering questions ahead of time but then they’ll rely on the honor system.

Thats what I am saying, yet several people on here are getting pretty aggressive if you think Disney is just going to go on the honor system to avoid any drama.

My original question to them was when rumors were flying about the state allowing out of state guests in and information here that CDPH had said it was all or nothing on the COVID/vaccinations. It’s taking Disney an average of 2 days to respond, so their response came after the clarification from Disney that they would not be opening up to out of state yet. It was simply a timing thing.

The question is no longer about about vaccination, so we need to move on from that. The reason for sharing the chat was the part about Gov’t issued ID. And that answer has been consistent across the board from Disney.

They really won’t be doing more than they already have. We all already had to show ID the first day of use on hoppers. Room keys if we were on-site (and yes, often times for every adult), for SoCal tickets, military tickets. Them taking time to look at a DL/ID cards is not slowing anything down.

It’s not being aggressive. It’s being realistic and using their own practices. You keep saying they don’t want to slow things down and less contact, but neither are concerns. They have to scan tickets, so flashing an ID is not taking anymore time nor exposing them any more.

If they do this already on full capacity days (and they do), they can certainly get through 25% (or less) for 6 weeks.
