west coast here-never heard of it here (nor in California).
offensive to me-I think of a garter ceremony as something done at a wedding. I can't imagine with all the progress that's been made in educating teens that prom isn't the event that automatically signifies 'taking it to the next level' sexually that any school would sanction this kind of activity.
...............hands up-how many of you went to high school with at least one or two girls who had 'prom babies' the winter after prom?
