Since the third floor is smoking optional, are some rooms dedicated to non-smoking and smoking? Has anyone ever found it to be too smoky up there? I really want the balcony!

When are you going? If it's before mid-October, you will be located in Tahiti. In that building the entire 3rd floor is non-smoking. Smoking rooms are located on the east side, second floor (from what I've read).

I can't help you out with Hawaii...we stayed on the 2nd floor to avoid the smoking rooms. I really hope when Hawaii reopens that they will consider having 1/2 the rooms on the 3rd floor non-smoking. I wrote an email to Disney suggesting this but haven't heard back.
