Disney can reallocate point amounts required, but cannot increase the overall points system totals. So if they increase the points needed for a one night stay in a certain season, then they must decrease the points somewhere else at the same resort. I do know that this has only happened once at OKW I think.
Not at the 7 Disney DVC resorts. The points may change from week to week depending on the holidays (Easter changing weeks, etc) - but the resorts will alwyas only have the same amount of points to charge every year. That was a bit muddled! Hope it makes sense!
Overall points can not change at DVC resorts, however the points can and do raise for non-DVC stays - World Passport Collection, non-DVC Disney Collection resports, Disney Cruise etc.

NJOYURLIFE is right. Disney has the ability to modify the number of points required for a specific type of accommodation, but can't change the overall number of points for a resort. So they could theoretically increase certain things a little, but they'd have to reduce something else to balance it off.
