We did this in November. If you are talking about the dessert part, I don't think there were high chairs. There were only a few high-top tables, a few chairs a long the wall. We weren't actually in that room too long, most of the time was spent waiting for Hook and Smee pics.
It is, but there are 2 parts, a dessert party on land, pics with Hook and Smee, and then the cruise during wishes. So, having a high chair could be a concern (which, I can't help with, sorry) for the dessert portion of the evening.
If you really need a place for your infant/toddler to sit, you could probably bring a stroller into the room. As PP noted, it's a dessert buffet in the middle of a room with chairs lined around the perimeter. I think there were a few high cocktail tables? No tables to sit and dine.
We had my 6 month old with us. He wasn't on solids yet, but even still - there's no need for a high chair the way it is set up. You just kind of wander around and grab food and sit wherever in between seeing Smee and Hook. We also had two 2 year olds, so we all just plunked down on the floor and let the older two kids eat like that.
