It's in the Villains in Vogue store in HS. They have a handful of displays like this in the store of the different villains.

Went to check out the new resort on a recent weekend trip. The Cars section opening this month looks amazing. Like you walked right into the movie. Had dinner in the food court. Much better than other value resort food courts!
