I did some research and from what I've read until 2021 or so state law prohibited local governments in Colorado from providing or investing in broadband but now cities and towns can do so. Some parts of Colorado Springs used non-government funding sources (private colleges etc.) to get fiber a few years back. And now it's just taking time to bring it out to our county of 2,130 square miles. We're big; closest number I can find is 800 square miles as average US county area.
