Picture Invitations

Hi Everyone,

I have my DD 2nd Birthday coming up and we want to do those invitations that you see on Ebay that having characters and your pics together. I was wondering if you need to have a photo shop program to do this kind of editing, or if it something that a novice can do. Any help would be appreciated.
