I've been giving this more thought. I think you were too quick to dismiss the single elimination tournament idea. Think about it. In head-to-head competition, you could be assured that each competitor would be strictly policing their opponent.
Like real sporting contests, we could add in penalties for violations:
1) Picture too big - resize and lose 5 votes
2) Not your work - take a picture of the picture to make it yours, repost that, lose 10 votes
3) Two entries - pick one, lose half your votes
4) Park rules violation - you must return to the park, retake the picture while following the rules, and repost. Lose 15 votes.
5) Videotaping your opponent preparing their photo - No meaningful penalty. We'll just sweep that under the rug.
6) Photos doesn't match the topic - Your picture gets converted into a little red x and you have to just hope people vote for it anyway.
7) Post it after the contest ends - Votes for your picture don't count until after the winner is determined.
8) Picture not on Disney property - Your photo is replaced with a link to an off-board photo, lose 15 votes.
9) Photo already won in an earlier contest - You forfeit half of your winnings from the prior contest.
10) Added a frame - A similar sized section of your photo is removed, lose 10 votes.
11) Get more votes than me - You are DISQUALIFIED
