Yep...I get it. I completely understand what he is saying. The general concensus is that people will move over if it's safe for them to do so. We aren't talking about the autobahn here. Our highways just aren't build for high speeds. And when you stick in those left side of the road exits and entrances...well, a recipe for disaster.
Just because someone chooses to drive at 90 mph does not mean that the rest of the drivers are going to scurry to get out of the way. Will I impede that person's prgress?? No, not if I am able to move over safely and then get back into the left lane since I am driving much more quickly than those in the right lanes. But, if I can move over, I will. I don't want to be anywhere near someone who is 'feeling the need for speed'!!!

Looks like most states law is along the lines of 'dont impede traffic when using the left lane'. Pass-only seems to be the exception and rightfully so.
