Passholder Package that includes the Disney Dining Plan

A few weeks ago it was announced that AP holders could take advantage of the Disney Dining Plan without having to purchase Park tickets.
If the free dining becomes available, will the rules change and we'll HAVE to buy a 1 day ticket?
It doesn't make sense that if you already have a annual pass that you would still have to buy a ticket. Granted you can save it or use it for a renewal, but if you have a PASS, you shouldn't have to buy a ticket whether there's free dining or not.

I've gotten free dining the last three Septembers and have also purchased it three times during other times of the year and every time have had to buy a one day MYW ticket. I always use my AP down there, so have a whole stack of one day tickets, that hopefully I'll eventually be able to use. You can use only one a year to upgrade to an AP. I've already booked a pkg for this Sept (including one day tickets) hoping for free dining again.

With the new rule that AP can now purchase the DDP without have to buy a one day ticket, I called to add the DDP to my May trip. I was able to keep my AP discount, plus buy the DxDP. I asked the CM if the same rule would apply, if free dining came out and he told me no, that at least a one day MYW ticket would be required for everyone in the room, as usual. WDW does not allow stacking of discounts and the whole purpose of free dining is to fill resorts at rack rate during a slow time of the year. If free dining came out we would have to decide whether to use our AP discount and then purchase the DDP or pay rack rate for the room, buy everyone in the room at least a one day MYW ticket, and then get free dining.

Actually, it makes perfect sense. You have to meet ALL the conditions of the (any) package in order to qualify for any promotion connected with that package.

Even with an AP, you WILL have to purchase at least one day base passes for each person on your reservation if free dining is offered and you want to take advantage of it.

I'm sad to hear the CM said that. I would have hoped that since the dining package changed that the free dining would follow suite, especially since I'm still paying rack rate. Oh well.
