It's supposed to be within 10 business days
of closing...NOT passing ROFR.
Closing is still several weeks off, but with some closing companies "expedited closing" can take some time off the process. Since you want to go during the busiest time of the year for
DVC, I'd pay that $45 or whatever it is. A week may make a big difference in availability.
Once we closed, it was almost exactly 10 business days before we were fully "in the system," and able to make reservations. We were in the system one day, but there were no points in our account, and then the next day the points went in.
Once you are in the system, be sure to check your points to make sure everything is as you expected. It's a lot easier to get issues resolved right at the start than if you discover a discrepancy several months down the road. In our case, we were supposed to have 149 points in the current use year, which we were going to bank. When I checked, somebody had already banked the points -- no big deal in our case, but it could have been a problem in a slightly different scenario.
