My answer would be dependent on what the rest of my schedule looked like, where I wanted to lunch or dinner, what day I went (p.m. EMH?) and likely time of year.
I am going on a short trip in October. Epcot on Thursday, Magic Kingdom MNSSHP on Friday, and looking to park hop on Saturday. I haven't bought tickets yet or made any dinning plans. That would depend which park I was going to.
I would definitely hop to DHS in the afternoon so I could see Fantasmic that night. For the morning, I could make arguments for any of the other three. Since I wouldn't want to spend the time getting showered and cleaned up after a waterpark, I'd probably do Animal Kingdom that morning.

Would there be any additional costs involved in hopping to another park or the water park?
What I mean is, do you already have hoppers and are not using them the first two days or do you just have regular tickets with unused water park & fun entries left?
if you don't already have hoppers and don't plan on hopping the first two days and have water park entries to use at no cost, I would say hit Hollywood Studios for morning Extra Magic Hours then hop to a water park some time after lunch. The water parks should close at 5pm at that time, so you could conceivably do:
8 am - 11 am touring Hollywood Studios
11 am - 11:30 am quick service in Hollywood Studios
11:30 - 12:15 travel to water park
12:30 - 5 pm water park
5:30 - 6:30 pm travel to Boardwalk and walk back to Hollywood Studios for 7:30, 8:30 or 9:30 Fantasmic!

First, I agree that adding the PH expense on to a ticket to hop once is a tough pill to swallow. This is why we never buy it. We tend to spend full days in Epcot and the MK, so hopping between the other 2 parks once or twice isn't worth it to us.
That said, (and because it is your money and not mine, and I'm not judging...) I would go to AK at RD and book FPs for DHS in the afternoon. One can tour AK without FPs and do pretty much everything by 1:00 or 2:00 without needing a FP. Then use your 3 FPs at DHS later in the day, knowing that you may not get to ride one of Tier 1 attractions since you can only pre-book one of them. In October, you may find light crowds, so this may not be an issue.
Hmmm... well I am not too concerned with the cost since it is a short trip. I wanted to make the most of it.
Truth is I have never been to Animal Kingdom and I having a hard time getting excited about it. There are a few things I most likely would be interested in. Mainly shows and safari. Hollywood studios is pretty bare right now. I have been to this park before and know I can make it work for a half day.
