I've read over the phases, but I have a question.

Phase 1 is parking lot closure.

Does this mean even if you are an AP holder you won't be able to get in to park?

We have AP's and ressies on the days/evenings I'm concerned about and may be staying off-site.

If we are unable to come in and have a ressie in MK, due to not being able to park, will be still be charged for the ressie no-show?

Yes, you would be charged for not showing up for an ADR. If the parking lot is closed your AP will not get you in.

1) Not actually valid.
2) If you miss an ADR due to capacity issues, you are usually charged the no-show fee.
3) There have been exceptions, but not many.
4) The restaurant manager has the discretion to charge or not charge.
5) Disney believes it is up to you to make the ADR, and should plan for it.
6) Additionally, if you pre-paid for CRT, no refund.

NOTE: One would expect folks to know about crowds and have contingencies. I don't really see too much wrong with this policy.
 

You would still be able to get into the park, you would just have to park somewhere else.
 
If you are going to MK and the parking is full, you could park at Epcot and take the monorail. Epcot rarely closes.
 
AP's are pretty late in the phase out process. You just need to park elsewhere.

Is this allowed? I always thought you weren't allowed to park at hotel and go to the parks if not a resort guest.

1. That info is not true. Where did you read it?
The fact is that ANYONE can park at a WDW resort for a period during which
they are dining there or just looking around the resort.
That period is often about 3 hours.
But, when the parks are very busy (Christmastime, Easter, July 4th) the resort parking lots near
MK and the Boardwalk may be closed to guests not staying at those resorts.

No. Self parking is for resort guests and people actually visiting the resort. During busy times this can be enforced by a 3-hour pass. During quiet times it's possible no one will stop you, but Disney can choose to enforce whenever they want.

They usually don't restrict valet parking ($20) but during peak times they may.
Yeah during possible closure times, it seems like it's a good idea to have a backup plan for wherever you're trying to go. And then a backup of the backup :)

Oh and totally agree with the post about having a back up plan for your back up plan lol

That's my goal.
I'm still on the fence about going in the first place due to it being New Years. But we would be getting trip #4 in for the year and out of our AP's. So it's not like we would be trying to do much more than fastpasses we have planned and dining and just enjoying being there.

You posted info about the THEME PARK parking lots, not the resort
parking lots.
There, the parking is free to WDW Resort guests (any WDW resort) and to AP holders.
