Does anyone know the latest time slot reservation that can be made at Palos? 9:45 perhaps? Also, going with 4 separat inlaw families.....can one person make different palo reservations in the name of each of these 4 couples, so only one person has to stand in the reservation line while other couples play with kids/ have fun?

Yes one person can make all the reservations. And remember, it is one dinner reservation per room, but no one says that you can't invite your friends on your night and they can do the same for you! So, if you all wanted to do Palo together, you could go a number of times in one cruise!

I think the last reservation is between 9:30 and 10:00, so 9:45 sound right.

what is the earliest seating for Palo (for us Scallywags that want to double-dip)?

When we were on the ship in July the latest time was 8:30. They told us they close at 11 and anything earlier would be too rushed.
