My thought is NO. Why should they? Restaurants prepare menus of what is available by meal. Their organization and processes are geared to that process. They have prep areas ready for lunch then converted to dinner preparation. If an item on the lunch menu is what appeals to you, go for lunch. Don't expect them to prepare it for you, off menu, at dinner.
Back when Sci-Fi Diner had a separate lunch and dinner menu you could order something off the lunch menu for dinner. It couldn't hurt to ask them when you arrive if you can do that.
A lot of restaurants are going to an all-day menu for this reason. I doubt it would hurt to ask, but would expect the answer to be no in most places. Kitchens are prepped and set up based on what items are on the menu for the given timeframe.
